New Grant Cycle Opens July 1, 2024

ACCD will accept applications for the DGLVR program from July 1 to August 31, 2024. To start the application process, contact DGLVR Program Manager Riley Kinney at rkinney@accdpa.org. 

ACCD administers the Dirt, Gravel and Low Volume Roads (DGLVR) Grant Program in Allegheny County. It provides funds to municipalities and other governmental entities to improve dirt and gravel roads and/or low volume roads. 

 

Who Should Apply for Funding?  

  • Municipalities who own roads and are responsible for their maintenance  
  • PA Game Commission 
  • County Parks 

How to Apply for Funds

To apply for funds for a road project through ACCD’s DGLVR Grant Program, complete the following three steps: 

Obtain certification through Penn State Center for Dirt and Gravel Road Studies Environmentally Sensitive Maintenance (ESM) Practices Program. 

Schedule a pre-application meeting with ACCD to visit potential project sites and discuss application requirements one-on-one.

Complete an application and return to Allegheny County Conservation District. Contact ACCD to learn about the next application cycle.

What to Expect as a Grant Awardee

Communication between the grant awardee and ACCD is the key to success. 
  • Sign the contract and receive 50 percent of your project funds. 

  • Allow ACCD to review all plans, permits and bids. 

  • Invite ACCD to meetings such as the pre-bid and pre-construction meetings. 

ACCD will provide daily project oversight to assist contractors in meeting program policies with installation of practices.  
  • ACCD will perform a final inspection to ensure all parties are satisfied with the work completed and the final product meets all requirements of the DGLVR program.  

  • Share project receipts and prevailing wage documentation (when required) with ACCD.
  • Receive final payment for a successful project.

  • Project Score Sheet: Take a look at the project score sheet to see all the critera used to determine project funding. 
  • Traffic Count Validation: Are you applying for a Low Volume Road Project? Complete this form to show your paved road has fewer than 500 cars per day. Read the instructions carefully, and ask questions if you are not sure how to complete the traffic count. Need a 24-hour traffic counter? Ask ACCD to borrow one.
