ACCD administers the Dirt, Gravel and Low Volume Roads (DGLVR) Grant Program in Allegheny County. It provides funds to municipalities and other governmental entities to improve dirt and gravel roads and/or low volume roads.
Obtain certification through Penn State Center for Dirt and Gravel Road Studies Environmentally Sensitive Maintenance (ESM) Practices Program.

Schedule a pre-application meeting with ACCD to visit potential project sites and discuss application requirements one-on-one.

Complete an application and return to Allegheny County Conservation District. Contact ACCD to learn about the next application cycle.
Sign the contract and receive 50 percent of your project funds.
Allow ACCD to review all plans, permits and bids.
Invite ACCD to meetings such as the pre-bid and pre-construction meetings.
ACCD will perform a final inspection to ensure all parties are satisfied with the work completed and the final product meets all requirements of the DGLVR program.
